Although I've never heard the expression you posted, I'm almost sure this is what is meant. If the pressure builds up dangerously in a rail tank-car, the disc will effectively act as a safety valve to prevent the whole tank exploding.

In some pressure relief systems, a rupture disc is used. This protects the system by bursting at a set pressure.
