At Thales we use "operating station" for "Betriebsstelle" and apparently RailLexic 4.0 contains a similar German term:

I did a railway project for a large, logistics services provider in Europe. Our terminology guide had "location" as the translation for every instance of "Betriebsstelle". "Operating location" (Phil's suggestion) is also good.
