On a certificate issued by the Comune di Roma there is a list entitled CARTA LIBERA. One item of this list of exemption cases is 'Formazione di proprietà di imprese agricole dirette-coltivatrici (Art.21)'

i.e. not employing workers from outside the family, although this system is breaking down somewhat acc. to the link above: "... During the workshop, participants added “people management” as an important skill with regard to
the entrepreneurial personality. In today’s agriculture, even family-run farm businesses are taking on
employees to help with the work, as the traditional structures of such businesses are breaking down
(fewer children, second job). Managing these employees correctly poses new challenges for the farm
manager that have to be learned and practised...."

it has something to do with a category /definition of landholding, I think - here are some refs., I don't have time to look more now; I am merely going by what I found in my research - I don't know whether it necessarily means family-run but that tends to be how they are/were, I presume.; maybe "owner-run/managed"
The 2000 survey registered a traditional predominance of undertakings managed by the owner (2,457,960 companies, i.e. 94.7% of the total number), where 81.3% has a workforce made up by the owner’s family members.
