To me, it seems that メカ and 機構 have the same meaning.

mechanical mechanism

It is kind a neologism, becuase it pretty looks redundant, but I've seen it a lot of times in English just as to make sure that it is a mechanical and not an electrical or electro-chemical mechanism. Maybe you prefer to state it just as "mechanism"

I think メカ機構のみで実現した means: realized by using only the mechanical functions (without electric power and so on).
