To answer your questions:
1. It means you get down into all aspects of the business (policy by your word) at hand;
2. It fits very well into latter part of the sentence. 本腰を入れた(る)is very common Japanese expression urging the seriousness of the matter. Thus my answers.
Personally I like second one, but if you are still looking for other that fits better to your translation, Eijiro offers few more. See below ----

You probably need a one-word adjective to fit in with your sentence here:
serious, purposeful, diligent, fervent, industrious, etc.

The other suggestions are close, but lack the physical implications of 本腰を入れる. Humbird's answer is close with the 'shoulder' adage, but I think 'throw your weight behind' are better, more common renditions.

Another physical analogy meaning to 'work hard' is 'use elbow grease'.

The language of the document will matter though. If it is a formal sounding piece, then something simple like 'make a total effort in all areas' will suffice.
