the employers’ association

employers' activities
This may be what you are looking for.

You could say "the section for employers' activities".

Discussion
The sentence did not seem odd to me.
Thanks again.
2. The English title for KS is " Norwegian Association of Local and Regional Authorities"
3."All the municipalities and counties are members of the All the municipalities and counties are members of the Norwegian Association of Local and Regional Authorities, although the City of Oslo not represented in the association's employer-related activities." (just a suggestion).
However, I would consider changing to 'the City of Oslo', but that is a different story altoghether :)
However, the Municipality of Oslo is not a member of the employers’ association and is thus not involved in the section concerning employer activities."
While very freely translated, I am hoping this captures the right meaning. I will go with this unless someone here sees anything wrong.
What I find a bit confusing (and perhaps I am reading it wrong) is that on the one hand we are being told that all the municipal councils are members, but that Oslo is not a member. It is immediately contradictory unless there is a salient difference between "-organisasjon" and "-virksomheten" in this context. Of course, I live in Sweden so there may be a nuance lost on me. Perhaps those of you in Norway find this to be obvious.
