-virksomheten vs - delen I agree with Leif that the sentence makes more sence if the author had used the word "arbeidsgiverdelen". On the other hand, this may have to do with the type of text this sentence is part of.
The sentence did not seem odd to me.

Correction to item 3: " All the municipalities and counties are members of the Norwegian Association of Local and Regional Authorities, although the City of Oslo not represented in the association's employer-related activities." (just a suggestion).

You're on the right track, but a few comments: 1. Oslo kommune calls itself "City of Oslo" in English. See http://www.oslo.kommune.no/english/politics/ .
2. The English title for KS is " Norwegian Association of Local and Regional Authorities"

However, I would consider changing to 'the City of Oslo', but that is a different story altoghether :)

Where I am now... "The KS serves both as an organisation representing the interests of the municipal sector, as well as an employers’ association. All the municipalities and counties are members of the KS.
However, the Municipality of Oslo is not a member of the employers’ association and is thus not involved in the section concerning employer activities."

While very freely translated, I am hoping this captures the right meaning. I will go with this unless someone here sees anything wrong.

I fully agree with Leif. His interpretation makes much more sense. And I agree that the wording is confusing.

Not obvious No, it is definitely not obvious. For more clarity, the author could have said something like 'ikke medlem av organisasjonens arbeidsgiverdel'.

What I find a bit confusing (and perhaps I am reading it wrong) is that on the one hand we are being told that all the municipal councils are members, but that Oslo is not a member. It is immediately contradictory unless there is a salient difference between "-organisasjon" and "-virksomheten" in this context. Of course, I live in Sweden so there may be a nuance lost on me. Perhaps those of you in Norway find this to be obvious.

"the association" would be my suggestion. The definite article i "arbeidsgivervirksomheten" signals that it refers to KS, which is an association (Norwegian Association of Local and Regional Authorities).

You could say "the section for employers' activities".
