if not a formal court hearing, then rappourter should work for "relator" in a meeting

: the first director named served as relator, which might be what you found confusing. Presidiu - chaired, odd that they used "julgamento" instead of "decisao" or "resolucao" - in a court decision relator would be the one who wrote the opinoin
