"reliable" and "trustworthy" they should be all right / sem falha; the question is whether they are RELEVANT to the case at hand. Imho.

: Acho que idôneo aqui quer dizer "appropriate", "proper", ou seja, aquele que é adequado no caso em epígrafe.

I wondered about tat Then I remembered that you cannot always trust everything that is 'genuine'. I read genuine as 'pure' and it might just be pure crap. :-) Kidding apart, the word is probably just as good as any other here.

Maybe it is "legitimate." That was my first thought too. Is there any more information about what kind of "Autuação fiscal" they are referring to? It's odd that they would state there would be "autuaçao fiscal" in case of fraud, because it's so obvious. Which makes me wonder then, if it's not "relevant." But simply not presenting relevant documents would not be initially cause for "autuaçao," I think.
Without more information, it seems we are just guessing.
