This text was written by a tax inspector, and I suspect that he got carried away and used two words when one would have been sufficient. I am tending towards "assume liabilities on behalf of the company". Comments, please!

that authorises him to commit or bind the company

I have my doubts about the use of the word onerar, because you cannot really encumber a company, only its assets. I have therefore assumed it is used "loosely".
