Another term from the same Spanish document. Am thinking about "blocking" but have no idea if there is already an established term for this in the context:

"Inutilização:
Permite “inutilizar” rangos de numeración de NF-e para que no puedan ser usados.
No es un evento. No se asocia a una NF-e autorizada.
Se suele usar cuando el contador del ERP salta un número o rango, o cuando el SEFAZ no autoriza una NF-e para inutilizar este número."
