My question is regarding the translation of "se ha incurrido" in this context:

La capitalización de los intereses comienza cuando se ha incurrido en los gastos relacionados con los activos...

Any ideas please?

Would need to see the rest of the sentence to be sure but initially I read it as : "Capitalization of interests begins when asset-related expenses have been affected..."
But more context is needed...
