"alta" here must be a noun referring to the act of registration - when it goes into effect- functioning like an "alta" in the Social Security system, etc.

Laurel: I personally think that if it were a type of license it would rather be called "Matrícula Alta" (the noun preceding the adjective) as in: "Consumo Alto, Consumo Intermedio, Consumo Bajo".

Hi, thanks for responding, well it can't mean that the cost of the licensing is high, rather it is a type of licensing called "alta matricula," which I don't understand. This is an action item with a date attached, in other words the "Alta matricula" has to be completed by June 10th. Other ideas?
