Installing a false floor into a 'shelter':

A su vez, la altura de este suelo estará limitada por la necesidad de movilidad dentro del Shelter, y por la puerta de entrada, por lo que, si es necesario, se realizará un escalón para adecuar las alturas de la puerta y falso suelo.

For me this could mean two things:
1) A stage will be carried out to align the height of the door/ false floor.

2) A step will be installed to align..

The wording in Spanish is a bit unusual "realizar" instead of "construir", but such is life ;)
