This is one isolated sentence with a university-context (mentioning internal services).
The remainder talks about copyright issues in law. The only other bit of context I can add is that it talks about the Chilean system (it's a Chilean text). Interestingly, I cannot find reference on the actual university websites.
So photocopy (print, copy, scan) centre it is, apuntes are the notes/study texts I assume (as in the photocopied books for study purposes), so what would be the service equivalent of that at a university campus for it to be a "centro de apuntes y fotocopiados"? Any ideas, ideally UK/European English, but other variants may work.

That would make sense, as the reprographics is covered by the "photocopy" part of centre.

I think the distributing part talks about the licensing (copyright, which the rest of the text is about).
