Hi, I am translating a document which has some pages on religion and I would appreciate your help.

Would it be refering to marriage being normal or the freedom of having sexual relations?

Context is:
"El tipo de clero mayoritario en las diócesis vascas estaba escasamente formado en sus tareas específicas y sus modos de comportamiento y medios de vida eran similares a los del pueblo, con el cual mantenía una gran complicidad. Uno de los principales síntomas de esa realidad fue el habitual amancebamiento del clero."

priests forming sexual relationships You might need to rejig your sentence a bit to use the above formulation, but "Concubinage" would seem a little technical, old-fashioned and/or value-laden. I'm not sure such nuances are present in the original.

My pleasure, Robert Actually, Oliver's suggestion of concubinage would be a good bet, I think. If you Google "concubinage" "Catholic church" or "Catholic clergy" you get a lot of relevant results. "Concubinage" leaves you in no doubt that sex is involved; "cohabitation" sounds a bit less... earthy (though you assume people who cohabit are sleeping together). And Jenni's right too, of course, but it would be nice to have a single word for your context. Cheers :)

I think that co-habitation would be fine as long as the ruse of housekeeper, distant relative, etc. was mentioned.

Cohabitation would do. Since we're talking Catholic clergy, they can't marry and they're not supposed to have sexual partners. "Amancebamiento" is having a stable sexual partner, a lover or pseudo-spouse. Not just having sex (fornication). Historically the criterion was living together. Traditionally this has been covered up by having a live-in "housekeeper".
