China now consumes more of the Earth's resources than the US. Lester R Brown examines the consequences.
Experts have been saying that the US, with 5% of the world's population, consumes a third or more of the Earth's resources. That is no longer true.
China has now overtaken America as the world's leading resource consumer. Among the basic commodities - grain and meat in the food sector, oil and coal in the energy sector, and steel in the industrial sector - China now consumes more of each of these than the US except for oil.
If China's economy expands at 8% a year in the decades ahead, its income per person will reach the current US level in 2031. If China were to have three cars for every four people - as in the US - it would have 1bn cars. To provide roads and parking spaces to accommodate such a vast fleet, China would have to pave an area comparable to the land it now plants in rice - 29m hectares (72m acres). It would use 99m barrels of oil a day; the world currently produces only 84m barrels daily, and may never produce much more.
In an increasingly integrated global economy, where all countries are competing for the same oil, grain and iron, the existing economic model will no longer work.

Si China tuviera tres autos cada cuatro personas – como ocurre en los Estados Unidos – habría mil millones de autos. China tendría que pavimentar un area comparable a la tierra donde actualmente se cultiva arroz -29 millones de hectáreas (72 millones de acres) con el objeto de proporcionar caminos y estacionamiento para semejante flota. Utilizaría 99 millones de barriles de combustible por día; actualmente, el mundo produce solo 84 millones diarios, y nunca podría producir más.
En una economía global cada vez más integrada, donde todos los países compiten por el mismo petróleo, granos e hierro,el modelo económico actual no podrá seguir funcionando.

VISTO el Marco Normativo para Asegurar y Facilitar el Comercio Global (SAFE) de la
Organización Mundial de Aduanas (OMA), y
CONSIDERANDO:
Que el Sistema Informático MARIA, desarrollado bajo una arquitectura informática de la
década del 80, cumplió eficazmente con las metas para las que fue diseñado al reemplazar el
registro manual hasta entonces vigente.
Que, asimismo, logró el mejoramiento de los procedimientos técnicos, operativos y de control
aduanero, objetivos prioritarios tenidos en cuenta por la Aduana Argentina en sus últimas
administraciones.
Que en los años 90, los principios definidos por la Organización Mundial de Aduanas (OMA) y
la dinámica del comercio internacional, marcada por la competitividad y la globalización,
exigieron a las administraciones aduaneras mayores esfuerzos en la facilitación del comercio
internacional, estableciéndose procesos que simplificaron los trámites y operaciones
aduaneras sin descuidar su control.
Que la evolución del comercio internacional ha generado un nuevo marco global que exige a
las aduanas la utilización de adelantos tecnológicos para poder ejercer sus funciones de
control, a partir de una gestión del riesgo inteligente, sin dejar de tener presente la facilitación
del intercambio comercial.
Que en cumplimiento de tales objetivos esta Administración Federal, en el marco de un
proceso de mejora continua y haciendo uso intensivo de las nuevas tecnologías de la
información y comunicación, viene desarrollando procesos basados en la simplificación de los
procedimientos aduaneros, buscando principalmente la calidad e integridad de la información,
bajo los más altos estándares de seguridad y confiabilidad, así como controles aduaneros
más eficientes.
Que este contexto exigió el desarrollo de nuevos módulos para atender funcionalidades no
contempladas en el Sistema Informático MARIA, así como de nuevas herramientas, tales
como la de "Gestión de Autorizaciones Electrónicas" y la de "Ratificación de la autoría de las
destinaciones y operaciones aduaneras", y avanzar paulatinamente hacia una "Aduana con
menos papeles".
Que, en el citado marco, y como complemento de las normas tendientes a modernizar la
gestión aduanera, se desarrolló el módulo de "Digitalización de la Documentación Aduanera",
incorporando la figura del "Depositario Fiel", quien en su carácter de declarante, asume el
compromiso de la tenencia, custodia y digitalización de los legajos de la declaración
aduanera, permitiendo el acceso a la documentación en forma remota, estableciéndose
paulatinamente un nuevo paradigma de fiscalización.
Que, asimismo, se implementaron otros módulos interrelacionados al Sistema Informático
MARIA, como el "Seguimiento de Cobros (de Divisas) de Exportaciones (SECOEXPO) y
"Seguimiento de Pagos (de Divisas) de Importaciones" (SEPAIMPO) que permiten el
intercambio de información entre esta Administración Federal y el Banco Central de la
República Argentina (BCRA), el módulo "Iniciativa de Seguridad en Tránsito Aduanero
(ISTA)" que permite la trazabilidad de los traslados y tránsitos terrestres de importación que
circulen por el territorio nacional, el módulo "Sistema Informático del Tránsito Internacional
Aduanero (SINTIA)" que posibilita el intercambio electrónico de información entre las
administraciones aduaneras y el módulo "Sistema INDIRA" implementado entre los Estados
Partes del MERCOSUR (Argentina, Brasil, Paraguay y Uruguay), por el cual efectúan el
intercambio de información internacional en línea, permitiendo analizar los riesgos sobre
bases más efectivas, mejorando los controles a lo largo de la cadena logística internacional,
entre otros módulos.
Que a partir del dictado del Dec.378/05 que aprobó los lineamientos estratégicos que
deberán regir el Plan Nacional de Gobierno Electrónico y de los nuevos retos que debe
afrontar la aduana, es preciso encarar una nueva etapa en la prestación del servicio
aduanero que requiere adoptar aquellas medidas que, en un proceso de mejora y desarrollo
continuo, se encuentran previstas dentro del plan estratégico 2011/2015 de esta
Administración Federal, correspondiente al presente año y al 2014.
Que, en concordancia con todo lo señalado, la integración y articulación de los citados
módulos, así como los que se implementarán, conformarán el Sistema Informático MALVINA
(SIM), lo que permitirá optimizar y dar mejores respuestas a las necesidades actuales de la
aduana y del comercio exterior.
Que han tomado la intervención que les compete la Dirección de Legislación, las
Subdirecciones Generales de Asuntos Jurídicos, de Recaudación y de Sistemas y
Telecomunicaciones y la Dirección General de Aduanas.
Que la presente se dicta en ejercicio de las facultades conferidas por el Artículo 7° del
Dec.618/97 del 10 de julio de 1997, sus modificatorios y sus complementarios.
Por ello,
EL ADMINISTRADOR FEDERAL DE LA ADMINISTRACION FEDERAL DE INGRESOS
PUBLICOS
RESUELVE:
Artículo 1° - Aprúebase el Sistema Informático MALVI NA (SIM) el cual estará conformado por
los módulos que se consignan en el Anexo I y los que en el futuro se incorporen.
Art. 2° - Establécese como cronograma de implementación de los nuevos módulos, etapas y
servicios del Sistema Informático MALVINA (SIM), el que se indica en el Anexo II.
Art. 3° - En los actos emanados de esta Administración Federal, cuando se cite al sistema
informático aduanero corresponderá identificarlo como Sistema Informático MALVINA (SIM).
Toda referencia que las normas vigentes hagan al sistema informático aduanero se
considerará hecha al Sistema Informático MALVINA (SIM).
Art. 4° - Apruébanse los Anexos I y II que forman pa rte de la presente.
Art. 5° - Esta Resolución General entrará en vigencia a partir del primer día hábil
administrativo inmediato siguiente al de su publicación en el Boletín Oficial, inclusive.
Art. 6° - Regístrese, dése a la Dirección Nacional del Registro Oficial para su publicación y
publíquese en el Boletín de la Dirección General de Aduanas. Cumplido, archívese.

Pursuant to the normative framework to secure and facilitate the Global Trade (SAFE) of the World Customs Organization (OMA), and CONSIDERING:
That the MARIA System, developed under IT architecture of the 1980s, effectively fulfilled the goals for which it was designed when replacing manual registry effective until then.
That additionally, it improved Customs technical, operative and control procedures, being these high-priority objectives for the Argentine Customs in its last administrations.
That in the 1990s, the principles defined by the World Customs Organization (OMA) and
the dynamics of foreign trade, marked by competitiveness and globalization, demanded greater efforts to Customs administrations in the facilitation of foreign trade, settling down processes that simplified proceedings and Customs operations without neglecting their control.
That the evolution of international trade has generated a new global frame that requires Customs to use technological developments in order to carry out its control functions on the basis of smart risk management, without disregarding the facilitation of trade exchange.
That upon accomplishing such objectives, this Federal Administration, within the framework of
continuous improvement and making intensive use of new information and communication technologies, has been developing processes based on the simplification of Customs procedures, looking mainly for information quality and integrity under the highest security and reliability standards, as well as more efficient Customs controls.
That this context required the development of new modules to take care of functionalities not
contemplated in the MARIA System, as well as new tools, such as "Management of Electronic Authorizations" and "Responsibility Endorsement of Customs Operations and Destinations,” thus gradually reducing Customs paper clutter.
That, in the aforementioned framework, and added to the norms aiming to modernize Customs management, the module "Customs Documentation Digitalization" was developed, incorporating the figure of "Faithful Depositary", who in his role of deponent, assumes the commitment to possession, custody and digitalization of Customs declaration dossiers, therefore allowing remote access to documentation, and gradually settling down a new paradigm of control.
That, likewise, other modules interlinked to the MARIA System were implemented, such as the “Export Collection Tracking” (foreign currency) (SECOEXPO) and “Import Payment Tracking” (foreign currency) (SEPAIMPO), which allow information exchange between this Federal Administration and the Central Bank of Argentine Republic (BCRA); the module “Security Initiative in Customs Transit” (ISTA), which allows traceability of import transfers and terrestrial transits that circulate around the national territory; the module “Customs International Transit Computer System” (SINTIA), which allows information electronic interchange between Customs administrations, and the module “INDIRA System,” implemented between the States Parts of the MERCOSUR (Argentina, Brazil, Paraguay and Uruguay), by which they carry out online international exchange of information, thus allowing risk analysis on a more effective basis and improving controls throughout the international logistic chain, among other modules.
That with the issuing of Resolution 378/05, which approved the strategic guidelines that will have to govern the National Plan of Electronic Government and the new challenges that Customs must confront, it is imperative to face a new stage in the provision of Customs service, which requires to adopt those measures that, in a continuous process of improvement and development, are outlined within the strategic plan 2011/2015 of this Federal Administration, for this year and 2014.
In line with the above, the integration and articulation of the previously mentioned modules, as well as the ones that will be implemented in the future, will conform MALVINA System (SIM), which will optimize and provide better answers to the current Customs and foreign trade necessities.
The Legislation Directorate, the General Sub Directorates of Legal Affairs, Collection, Information Technology and Telecommunications, and the General Directorate of Customs have acted within their jurisdictions.
This resolution is issued in exercise of powers conferred by article 7 of Decree 618/97 of July 10th 1997, its amendments and complementary rules.
Therefore, THE NATIONAL HEAD OF THE FEDERAL ADMINISTRATION OF PUBLIC REVENUE (AFIP) RESOLVES AS FOLLOWS:
Article 1 - the MALVINA System (SIM) is approved, which shall be comprised by modules briefed in Annex I and those to be added in the future.
Article 2- the implementation timetable of the new modules, stages and services of MALVINA System (SIM), is hereby established and indicated in Annex II.
Article 3 - in the acts derived from this Federal Administration, when the Customs computer system is cited, it shall be identified as MALVINA System (SIM).
Any reference made by the current legislation to the Customs computer system shall be deemed to be made to the MALVINA System (SIM).
Article 4 - the Annexes I and II that form part of the present resolution shall be approved
Article 5 - this General Resolution shall become effective from the first business day immediately following its publication in the Official Bulletin.
Article 6 – This Resolution is to be recorded and delivered to the Dirección Nacional del Registro Oficial (National Board for Official Registration) for its publication and to be published in the Bulletin of the General Customs Directorate. Once the above has been complied with, this General Resolution is to be filed.
