Source text - English The Ministry of Industry and Trade has pursued a leading role in the development and implementation of policies, legislation and programs designed to enhance the business and environment, thus increasing the attractiveness of Jordan's economy and ensuring the protection of the rights and interests of consumers and the business sector at large. Along these lines, the Competition Law No. (33) for the year 2004 was enacted to reflect the Ministry's appreciation of the need for a sustainable growing economy and investment attractive environment. This, in turn, requires the creation of an economic environment based on healthy competition that is driven by the market. The law further manifests the Ministry's belief in renewability and modernisation that cope with economic openness and developments nationwide, region-wide and worldwide, and that meets our aspirations in developing national economy and serving investors, business persons and consumers.
Accordingly, a number of measures have been taken by the Ministry of Industry and Trade for the enforcement of the provisions of the Competition Law, which included the establishment of the Directorate of Competition at the Ministry, and the provision of specialized staff offering them training on an ongoing basis. Needless to say, the volume of cases that have been dealt with since the establishment of the Directorate of Competition is a clear evidence of the active role played by the Ministry in the application of the provisions of the Competition Law and policy. The total number of cases dealt with by the Directorate since its creation and until 2010 reached (314) cases distributed according to the nature of complaints, economic concentrations, exemption applications, consultancy requests about issues relating to competition, in addition to a series of studies and inspections carried out by the Directorate on various economic sectors. Information about such exercises is furnished in the Ministry's Annual Competition Report. The Judicial Council has also designated judges and prosecutors specialized in hearing competition cases.
The Ministry was also keen to connect with other competition bodies around the world, either through signing cooperation agreements in competition or through delivering training sessions and exchanging visits with competent organisations. Countries with which the Ministry has so far signed cooperation agreements on competition are Morocco, Tunisia and Egypt. On the way are a number of agreements and memorandums of understanding for cooperation in competition with Yemen, Saudi Arabia, Syrian and Kuwait.
On the local level, the Ministry is revising domestic competition legislation in light of the practical application of the law and in line with the best international practices.
The Ministry has always been attentive to the significance of partnering with the private sector, for such a partnership is deemed fruitful in revising economy regulatory legislation in the Kingdom. Accordingly, the Ministry adopted the joint initiative by Talal Abu-Ghazaleh Organisation and Konrad Adenauer Foundation to hold a national seminar under the title "A draft new competition law: A practical accomplishment and a required improvement."
Emerging from the seminar was a committee membered by experts from the public and private sectors. The committee observed, in its work, a scientific methodology in studying the provisions of the Competition Law No. 33 for the year 2004, and came up with a number of proposed amendments it saw necessary to address the loopholes existing in the current law. This exercise contributed in laying down the general framework for the amendments of the competition law and creating a modern legislation that strikes a balance in the marker and offers protection to consumers.
This publication serves as a deskbook for students, researchers and all of those who are interested in the competition law and policy, given the scarcity of such references in relevant literature in Arabic. It offers papers and discussions by Jordanian and Arab experts, and reviews the progress that has been so far made in the application of the competition law and policy in the Kingdom throughout the years.
The Ministry of industry and Trade highly appreciates this joint initiative launched by Talal Abu-Ghazaleh organisation and Konrad Adenauer Foundation, as a milestone in the construction and translation of national economic policies and legislation. This will surely have a very positive impact on an improved investment environment for all national sectors in the Kingdom, that work hand in hand for the building of the present and future of this nation.

قادت وزارة الصناعة والتجارة دوراً رائداً في تنمية وتنفيذ سياسات وتشريعات وبرامج مخصصة لأجل تحسين إدارة الأعمال والبيئة وعلى إثرها زيادة نسبة جاذبية الاقتصاد الأردني والحفاظ على حقوق ومزايا المستهلكين وقطاع إدارة الأعمال في المجمل. من بين هذه السطور سَنْ قانون التنافس رقم (33) لعام 2004 الذي يُبين إدراك حاجة الوزارة إلى اقتصاد مستدام وبيئة جاذبة للاستثمار. وهذا بدوره بحاجة إلى خلق بيئة اقتصادية مبنية على التنافس العادل مدفوع من السوق. ويُظهر القانون أيضاً إيمان الوزارة في التجدد والحداثة المقترنة بالانفتاح الاقتصادي والتطور على الصعيد الدولي والإقليمي والعالمي محققاً تطلعات تطوير الاقتصاد القومي وخدمة المستثمرين وأصحاب المشاريع والمستهلكين.
وفقاً لذلك، اتخذت وزارة الصناعة والتجارة عدداً من الاجراءات لتطبيق بنود قانون التنافس الذي شمل إنشاء مجلس إدارة للتنافس بالوزارة وبنود تدريب العاملين المتخصصين بشكل مستمر. ولا داعي لذكر حجم الحالات التي قام مجلس الإدارة للتنافس بالتعامل معها منذ إنشاءه وهي دليل واضح للدور الفاعل الذي تخوضه الوزارة من أجل تطبيق بنود قانون التنافس وسياسته. فإن إجمالي عدد الحالات التي تعامل معها مجلس الإدارة منذ إنشاءه حتى عام 2010 يصل إلى 314 حالة موزعة حسب طبيعة الشكاوى والتركيز الاقتصادي بالإضافة إلى مجموعة من الدراسات والفحوصات قام بها مجلس الإدارة على مختلف القطاعات الاقتصادية. المعلومات المتعلقة بهذه المعاملات مزودة داخل التقرير التنافسي الوزاري السنوي. وأيضاً عَيَّنَ مجلس القضاء قضاة ومدعين متخصصين في شؤون التنافس.
حرصت الوزارة أيضاً على التواصل مع كيانات تنافسية أخرى حول العالم سواء عبر توقيع اتفاقيات تعاونية أو عمل دورات تدريبية وتبادل الزيارات مع منظمات كُفُؤ. إن الدول التي وقعت معها الوزارة اتفاقيات تعاونية على التنافس هم المغرب وتونس ومصر. ويوجد في المستقبل عدد من الاتفاقيات ومذكرات التفاهم للتعاون في التنافس مع اليمن والسعودية وسوريا والكويت.
وعلى الصعيد المحلي إن الوزارة تُراجع تشريعات التنافس المحلي في ضوء التطبيق الفعلي للقانون متماشيةً مع أفضل الممارسات الدولية.
وتحرص الوزارة دائماً على أهمية الشراكة مع القطاع الخاص لأن هذه الشراكة مثمرة في مراجعة تشريعات تنظيم الاقتصاد في المملكة. وطبقاً لهذا، تبنت الوزارة المبادرة المشتركة برعاية مجموعة طلال أبو غزال الدولية ومؤسسة كونراد أديناور لعمل ندوة وطنية تحت عنوان "مسودة قانون تنافسي جديد: إنجاز عملي وتطوير مطلوب."
وشملت هذه الندوة لجنة مكونة من أعضاء خبراء من القطاعات الخاصة والعامة. اتبعت اللجنة خلال عملها منهجية علمية في دراسة بنود قانون التنافس رقم (33) لعام 2004 ووضعوا عدداً من الإصلاحات المقترحة الضرورية لمعالجة نقاط الضعف الموجودة بالقانون الحالي. هذا التدريب ساهم في وضع الأطر العامة لإصلاحات قانون التنافس وخلق تشريع حديث يحقق التوزان في السوق ويحمي المستهلكين.
هذا المنشور بمثابة كتاب مرجعي للطلاب والباحثين وكل من هو مهتم بقانون التنافس وسياسته نظراً لندرة المراجع العربية ذات صلة ويحتوي على مقالات ومناقشات لخبراء أردنيين وعرب، ومراجعة التقدم الذي حصل في تطبيق قانون التنافس وسياسته في المملكة خلال السنين.

Source text - Arabic يظهر أن نتنياهو سيظفر بولاية خامسة لرئاسة الوزراء، بحسب النتائج شبه النهائية للانتخابات الإسرائيلية، وسيقف إلى جانب بن غوريون الزعيم المؤسس للكيان الصهيوني، في طول المدة التي قضاها رئيساً للوزراء؛ حيث أتم نتنياهو 13 عاماً (الفترة 1996-1999، والفترة 2009-2019). وهو إنجاز كبير في البيئة السياسية الإسرائيلية، التي تتميز بكثرة الأحزاب، وبكثرة الانشقاقات والاندماجات، وبكثرة المناورات والمناكفات السياسية، مع قدرة كبيرة على التعايش في إطار المشروع الصهيوني.
نقف هنا عدداً من الوقفات كقراءة أولية لنتائج الانتخابات الإسرائيلية التي عقدت مؤخراً في 9/4/2019:
الوقفة الأولى:
أن نتنياهو تمكن بما لديه من خبرة، وبما عُرف عنه من حنكة ودهاء، من تجاوز تحدي الانتخابات بنجاح كبير. فبالرغم من أنه جاءها وملفات اتهامه بالفساد جاهزة لرفعها لمحاكمته؛ إلا أنه تجاوز كل بيئة الاتهامات، وظلت أغلبية كبيرة ترى أنه المؤهل لرئاسة الوزراء، حتى من غير مؤيدي حزبه (الليكود). بل وتمكَّن من إضافة ستة مقاعد إلى مقاعد الليكود لتصبح 36 مقعداً. ونجح في تجاوز أو تحجيم القوى الأكثر يمينية، التي كانت تتهمه بالضعف؛ فسقط نفتالي بينيت وحزبه “اليمين الجديد”؛ كما سقط حزب “هوية” الذي يرأسه موشيه فاغلين النائب الليكودي السابق. وتراجع حزب “كلنا” برئاسة موشيه كحلون وزير المالية في الحكومة السابقة من عشرة مقاعد إلى أربعة فقط. وبالتالي ظلَّ نتنياهو متربعاً كـ”مَلِك”ٍ على اليمين الصهيوني؛ الذي لا يملك مرشحاً سواه لرئاسة الوزراء. أما الأحزاب الدينية التي حصلت على 16 مقعداً؛ فهي بالتأكيد ستميل إلى نتنياهو في أي تشكيل حكومي، لتقاربها السياسي العام معه.
Translation - English It appears that Nitenyahu will win another term as prime minister according to the nearly finished Israeli election results, therefore, he will become the second longest prime minister in service next to Gurion, the founder of the Israeli State, sitting at 13 years of service (From 1996-1999 and From 2009-2019). This is a huge accomplishment in the Israeli political environment which is distinct by its multiple political parties, many divisions and integrations, political maneuvering and squabbling with great ability to coexist in the Zionist project framework.
We stop here at many stances as a first reading to the Israeli election results that was held recently in 9-4-2019:
The first stance:
Nitenyahu was successfully able to overcome the elections due to his expertise and statesmanship. Despite entering with cases of corruption ready to be filed against him, however he was able to bypass all the accusations and a large majority saw that he was the most suitable to become prime minister even without his party’s support (Likud). And also, he was able to add 6 seats to the Likud, therefore becoming 36 seats. He also managed to get pass and downsize the right wing forces that accused him of being weak like, Naftali Bennett's party “The New Right” fell, as well as the “Zehut” party lead by Moshe Feiglin a former Likud member. Also, the “Kulanu” party’s seats decreased from 10 to only 6, led by Moshe Kahlon the minister of finance in the former government. Therefore, Nitenyahu retained his position as “King” of the Zionist Right, who doesn’t have any other candidate to rival him to the Prime Minister position. As for the religious parties, they gained 16 seats and they will definitely be partial to Nitenyahu in any government formation for having the same general political policies.

Source text - English The Syrians, who at first supported the Palestinians and their allies, changed sides. Hafez al-Assad’s aims were, not only to maintain and possibly to develop, his influence in the region, but also, as it has always been, a Greater Syria including Lebanon. But Lebanon seemed to steer at partition, the Palestinians being masters of the situation. Hence Assad’s change of tactics, ending in a kind of showdown with Yasser Arafat – which the latter lost. Syrian troops entered Lebanon – with the agreement of, among other countries, the United States, very active at the background – and allowed the Maronites to regain strength.
In the south of Lebanon, under the auspices of the Unites States, a ‘Red Line’ was drawn as a boundary between Israeli and Syrian forces, thus confirming the status quo. This Red Line more or less coincided with the river Litani, that neither of both forces should cross.
In May 1976, in much controversial circumstances, a new president was elected, Elias Sarkis, said to be pro-Syrian, although he was eventually to side with the Phalangists and Israel.
In October of that same year 1976, a summit was held in Riyad, where a cease-fire was signed. The summit also decided to send a multinational force, for 80 percent composed of Syrian troops. However, the militias refused to disarm and the violence went on.
Translation - Arabic تخلت سوريا عن الجبهة الفلسطينية وحلفائها، التي كانت تدعهم في البداية ووقفت مع الطرف الآخر. لم تقتصر أهداف حافظ الأسد على إبقاء وتوسيع نفوذه في المنطقة، بل كانت تشمل سوريا الكبرى، وهي ضم لبنان كجزء منها. ولكن في ظل أخذ الفلسطينيين لزمام الأمور بدا أن لبنان يسير نحو التقسيم. ولذلك أدت استراتيجية حافظ الأسد في تغيير الأطراف إلى نزال بينه وبين ياسر عرفات و الذي آلَ إلى خسارة عرفات. دخلت القوات السورية إلى الأراضي اللبنانية بالاتفاق مع عدة دول من ضمنهم الولايات المتحدة والتي كانت عضوا فعَّالا يعمل من خلف الستار مُساعِدةً الميليشيات المارونية على استعادة سيطرتها.
رُسمَ "خط أحمر" في جنوب لبنان بين القوات السورية والإسرائيلية تحت رعاية الولايات المتحدة، تأكيداً على الوضع الراهن. صادف مكان هذا الخط، نهر الليطاني، وهو المكان الذي لا يجب أن تتخطاه قوات أيٌ من الدولتين.
انتُخِبَ إلياس سركيس، رئيساً جديداً للبنان في ظروف مثيرة للجدل في مارس عام 1976م ويُقال أنه كان موالياً للنظام السوري، و على الرغم من ذلك، انتهى به المطاف إلى الوقوف مع حزب الكتائب اللبنانية وإسرائيل.
وفي شهر أكتوبر لنفس العام، عُقدت قمة في الرياض والتي بموجبها وُقعت اتفاقية وقف النار. و تم الاتفاق في القمة أيضاً على إرسال قوة متعددة الجنسيات تُشكل القوات السورية 80% من قوامها. ولكن رفضت الميليشيات وقف النار واستمر العنف.
