The Marshall Plan (officially the European Recovery Program, ERP) was an American initiative to aid Western Europe, in which the United States gave over $13 billion (nearly $140 billion in current dollar value as of September 2017) in economic assistance to help rebuild Western European economies after the end of World War II. The plan was in operation for four years beginning on April 8, 1948. The goals of the United States were to rebuild war-torn regions, remove trade barriers, modernize industry, make Europe prosperous once more, and prevent the spread of Communism. The Marshall Plan required a lessening of interstate barriers, a dropping of many regulations, and encouraged an increase in productivity, trade union membership, as well as the adoption of modern business procedures.
The Marshall Plan aid was divided amongst the participant states roughly on a per capita basis. A larger amount was given to the major industrial powers, as the prevailing opinion was that their resuscitation was essential for general European revival. Somewhat more aid per capita was also directed towards the Allied nations, with less for those that had been part of the Axis or remained neutral. The largest recipient of Marshall Plan money was the United Kingdom (receiving about 26% of the total), followed by France (18%) and West Germany (11%). Some eighteen European countries received Plan benefits. Although offered participation, the Soviet Union refused Plan benefits, and also blocked benefits to Eastern Bloc countries, such as East Germany and Poland[citation needed]. The United States provided similar aid programs in Asia, but they were not part of the Marshall Plan.
The initiative was named after United States Secretary of State George Marshall. The plan had bipartisan support in Washington, where the Republicans controlled Congress and the Democrats controlled the White House with Harry S. Truman as President. The Plan was largely the creation of State Department officials, especially William L. Clayton and George F. Kennan, with help from the Brookings Institution, as requested by Senator Arthur H. Vandenberg, chairman of the Senate Foreign Relations Committee. Marshall spoke of an urgent need to help the European recovery in his address at Harvard University in June 1947. The purpose of the Marshall Plan was to aid in the economic recovery of nations after WWII and to reduce the influence of Communist parties within them. To combat the effects of the Marshall Plan, the USSR developed its own economic plan, known as the Molotov Plan. It pumped large amounts of resources from the Eastern Bloc countries to the USSR

A business plan is a formal statement of business goals, reasons they are attainable, and plans for reaching them. It may also contain background information about the organization or team attempting to reach those goals.
Business plans may target changes in perception and branding by the customer, client, taxpayer, or larger community. When the existing business is to assume a major change or when planning a new venture, a 3 to 5 year business plan is required, since investors will look for their investment return in that timeframe.
Business plans may be internally or externally focused. Externally focused plans target goals that are important to external stakeholders, particularly financial stakeholders. They typically have detailed information about the organization or team attempting to reach the goals. With for-profit entities, external stakeholders include investors and customers. External stake-holders of non-profits include donors and the clients of the non-profit's services. For government agencies, external stakeholders include tax-payers, higher-level government agencies, and international lending bodies such as the International Monetary Fund, the World Bank, various economic agencies of the United Nations, and development banks.
Internally focused business plans target intermediate goals required to reach the external goals. They may cover the development of a new product, a new service, a new IT system, a restructuring of finance, the refurbishing of a factory or a restructuring of the organization. An internal business plan is often developed in conjunction with a balanced scorecard or a list of critical success factors. This allows success of the plan to be measured using non-financial measures. Business plans that identify and target internal goals, but provide only general guidance on how they will be met are called strategic plans.
Operational plans describe the goals of an internal organization, working group or department. Project plans, sometimes known as project frameworks, describe the goals of a particular project. They may also address the project's place within the organization's larger strategic goals
Business plans are decision-making tools. The content and format of the business plan is determined by the goals and audience. For example, a business plan for a non-profit might discuss the fit between the business plan and the organization’s mission. In economics, a recession is a business cycle contraction which results in a general slowdown in economic activity. Macroeconomic indicators such as GDP (gross domestic product), investment spending, capacity utilization, household income, business profits, and inflation fall, while bankruptcies and the unemployment rate rise. In the United Kingdom, it is defined as a negative economic growth for two consecutive quarters.
Recessions generally occur when there is a widespread drop in spending (an adverse demand shock). This may be triggered by various events, such as a financial crisis, an external trade shock, an adverse supply shock or the bursting of an economic bubble. Governments usually respond to recessions by adopting expansionary macroeconomic policies, such as increasing money supply, increasing government spending and decreasing taxation.
In a 1979 New York Times article, economic statistician Julius Shiskin suggested several rules of thumb for defining a recession, one of which was two down consecutive quarters of GDP. In time, the other rules of thumb were forgotten. Some economists prefer a definition of a 1.5-2 percentage points rise in unemployment within 12 months.
In the United States, the Business Cycle Dating Committee of the National Bureau of Economic Research (NBER) is generally seen as the authority for dating US recessions. The NBER defines an economic recession as: "a significant decline in economic activity spread across the economy, lasting more than a few months, normally visible in real GDP, real income, employment, industrial production, and wholesale-retail sales." Almost universally, academics, economists, policy makers, and businesses defer to the determination by the NBER for the precise dating of a recession's onset and end.
In the United Kingdom, recessions are generally defined as two consecutive quarters of negative economic growth, as measured by the seasonal adjusted quarter-on-quarter figures for real GDP. The exact same recession definition applies for all member states of the European Union.
A recession has many attributes that can occur simultaneously and includes declines in component measures of economic activity (GDP) such as consumption, investment, government spending, and net export activity. These summary measures reflect underlying drivers such as employment levels and skills, household savings rates, corporate investment decisions, interest rates, demographics, and government policies.
Economist Richard C. Koo wrote that under ideal conditions, a country's economy should have the household sector as net savers and the corporate sector as net borrowers, with the government budget nearly balanced and net exports near zero. When these relationships become imbalanced, recession can develop within the country or create pressure for recession in another country. In economics, inflation is a sustained increase in the general price level of goods and services in an economy over a period of time, When the price level rises, each unit of currency buys fewer goods and services; consequently, inflation reflects a reduction in the purchasing power per unit of money – a loss of real value in the medium of exchange and unit of account within the economy. A chief measure of price inflation is the inflation rate, the annualized percentage change in a general price index, usually the consumer price index, over time. The opposite of inflation is deflation.
Inflation affects economies in various positive and negative ways. The negative effects of inflation include an increase in the opportunity cost of holding money, uncertainty over future inflation which may discourage investment and savings, and if inflation were rapid enough, shortages of goods as consumers begin hoarding out of concern that prices will increase in the future. Positive effects include reducing the real burden of public and private debt, keeping nominal interest rates above zero so that central banks can adjust interest rates to stabilize the economy, and reducing unemployment due to nominal wage rigidity.
Economists generally believe that high rates of inflation and hyperinflation are caused by an excessive growth of the money supply. Views on which factors determine low to moderate rates of inflation are more varied. Low or moderate inflation may be attributed to fluctuations in real demand for goods and services, or changes in available supplies such as during scarcities. However, the consensus view is that a long sustained period of inflation is caused by money supply growing faster than the rate of economic growth. Inflation may also lead to an invisible tax in which the value of currency is lowered in contrast with its actual reserve ultimately, leading individuals to hold devalued legal tender.
Today, most economists favor a low and steady rate of inflation. Low (as opposed to zero or negative) inflation reduces the severity of economic recessions by enabling the labor market to adjust more quickly in a downturn, and reduces the risk that a liquidity trap prevents monetary policy from stabilizing the economy. The task of keeping the rate of inflation low and stable is usually given to monetary authorities. Generally, these monetary authorities are the central banks that control monetary policy through the setting of interest rates, through open market operations, and through the setting of banking reserve requirements.
Venezuela has the highest inflation in the world, with an annual inflation of around 536.2% as of October 2017.

The World Bank was created at the 1944 Bretton Woods Conference along with the International Monetary Fund (IMF). The president of the World Bank is, traditionally, an American. The World Bank and the IMF are both based in Washington, D.C., and work closely with each other.
Before 1974, the reconstruction and development loans provided by the World Bank were relatively small. The Bank's staff was aware of the need to instill confidence in the bank. Fiscal conservatism ruled, and loan applications had to meet strict criteria.
The first country to receive a World Bank loan was France. The Bank's president at the time, John McCloy, chose France over two other applicants, Poland and Chile. The loan was for US$250 million, half the amount requested, and it came with strict conditions. France had to agree to produce a balanced budget and give priority of debt repayment to the World Bank over other governments. World Bank staff closely monitored the use of the funds to ensure that the French government met the conditions. In addition, before the loan was approved, the United States State Department told the French government that its members associated with the Communist Party would first have to be removed. The French government complied and removed the Communist coalition government - the so-called tripartite. Within hours, the loan to France was approved.
When the Marshall Plan went into effect in 1947, many European countries began receiving aid from other sources. Faced with this competition, the World Bank shifted its focus to non-European countries. Until 1968, its loans were earmarked for the construction of infrastructure works, such as seaports, highway systems, and power plants, which would generate enough income to enable a borrower country to repay the loan. In 1960, the International Development Association was formed (as opposed to a UN fund named SUNFED), providing soft loans to developing countries.
From 1974 to 1980 the bank concentrated on meeting the basic needs of people in the developing world. The size and number of loans to borrowers was greatly increased as loan targets expanded from infrastructure into social services and other sectors.
In 1980 the World Bank Administrative Tribunal was established to decide on disputes between the World Bank Group and its staff where allegation of non-observance of contracts of employment or terms of appointment had not been honored.
During the 1980s the bank emphasized lending to service Third-World debt, and structural adjustment policies designed to streamline the economies of developing nations. UNICEF reported in the late 1980s that the structural adjustment programs of the World Bank had been responsible for "reduced health, nutritional and educational levels for tens of millions of children in Asia, Latin America, and Africa".

Source text - English Ireland and Spain were two of the European countries most affected by the
GFC. In the Irish chapter, Winston outlines the highly significant impacts of
the bust and subsequent recovery on the sustainability of urban communities.
Some significant problems include: housing affordability; a very low proportion
of the housing stock in multi-family dwellings; relatively poor public transport;
fuel poverty among certain groups; and a high dependence on fossil fuels for
energy. As in the Irish case, the Spanish chapter reflects on how sustainable communities
have been challenged by recent real estate expansion where housing
was employed as a driver of economic growth and employment. Pareja-Eastaway
and Sánchez-Martínez examine the negative social consequences of the Spanish
crisis, including very significant levels of unemployment and debt. In addition,
attention has shifted away from environmental matters and holistic approaches to
sustainability and economic concerns are prioritised.
Sweden has introduced a range of policies targeting environmental sustainability
over a long period of time, including those focusing on reducing energy
consumption in housing. This has resulted in a relatively high-quality, energy efficient
housing stock there. However, Werner expresses some concern about
increasing inequalities in a number of areas in Sweden, including access to
housing, housing quality, dwelling space and security of tenure. Expanding
the supply of affordable housing is highlighted as a key issue. In the Norwegian
chapter, Støa outlines difficulties relating to pathways to a low carbon society
in another affluent country. Rising housing consumption patterns are highlighted
as a significant problem in Norway. The chapter emphasises the implications for
residential development and explores the role of the quality of sustainable housing
and communities as a key driver of progress towards more sustainable societies.
Larsen and colleagues present a paradox as Denmark is considered a front-runner
when it comes to sustainable communities and housing, yet the Danes are among
those European consumers with the greatest ecological footprint. The chapter
examines the role of public regulation versus civil society (local organisations) as
a driver of more sustainable communities.
In the chapter on the Netherlands, Kleinhans notes that the creation of sustainable
housing was an important element of Dutch national urban regeneration
policy for many years. Housing associations were a key driver of this, including
in their work on increasing energy efficiency in the social housing sector. Financial
austerity post-GFC has decreased the investment capacities of housing associations,
limiting their ability to contribute to sustainable housing and communities.
In the chapter on the UK, Bramley argues that housing conditions and policies are
diverging across its constituent countries and regions. This is occurring against
a backdrop of significant structural economic weaknesses and high levels of
inequality. The key housing issues are undersupply, affordability and declining
home ownership. A key challenge is to obtain public support for more sustainable
development in this decentralised planning system. In the interim, historic
improvements in housing conditions are being reversed due to the combined
effects of increased demand, the GFC and undersupply.
Both the Romanian and Hungarian chapters discuss socialist housing policies
and relevant changes since 1989. In Romania, Turcu outlines how state-provided
mass housing tended to consist of poor-quality apartments built close to industry.
Attempts were made to consolidate urban settlements by increasing densities,
building new urban housing districts at higher densities with no green space.
Privatisation in the early 1990s involved sitting tenants buying state-owned
housing at massively discounted prices, resulting in a significant rise in home
ownership and ‘residualisation’ of public housing. Current housing policy
aggressively promotes home ownership, with scant attention given to private
renting, and the social rented sector is almost non-existent. In the Hungarian
chapter, Tosics argues that the collapse of the socialist model brought contradictory
changes regarding sustainable housing. Although housing standards and quality of
life increased for many, social and territorial differentiation rose too. Housing
policy has not been the focus of policy-making over this period, becoming more
‘residual’, with an unstated assumption that the market would solve the problem.
A lack of political will to regulate the market in the public interest, including
environmental and social sustainability, has led to a number of problems which
are highlighted in the chapter.
The Swiss housing market has been largely unaffected by the housing and
economic crisis compared with some other European countries over the last ten
years. A key challenge there, according to Hugentobler, is the limited supply of
affordable housing. Demand for housing has risen due to economic growth,
immigration and the attractions of urban living. There are also problems regarding
the renovation and renewal of the older housing stock. However, some local
policies in larger cities are providing the context for sustainable housing projects,
offering high-quality urban living run by non-profit housing cooperatives,
municipalities and other pioneering organisations.
In Germany the divide between East and West is still most evident when
assessing sustainable communities. Deilmann and Effenberger highlight gaps
between various strategies in Germany and actual results for land take and
resource consumption. They identify consumers as the principal drivers of everincreasing
resource consumption. However, the authors argue that key future
challenges for the sustainability of communities will arise less from ecological
issues and more from social and economic issues due to demographic change,
migration and socio-economic divisions.
As mentioned above, in the final section of each country chapter the authors
discuss an issue of particular relevance or importance in their country. In the chapter
on Ireland, Winston examines measures to address energy poverty, including
an assessment of relevant building regulations and retrofitting programmes. In the
Spanish chapter, Pareja-Eastaway and Sánchez-Martínez examine the impacts of
massive second-home developments during the period of economic expansion
(2000–2007). In the chapter on Sweden, Werner explores the social impacts of the
‘right to buy’ policy available for municipal housing tenants, focusing on four
case studies in Stockholm. In the Norwegian chapter, Støa examines lessons
learned from a, to-date, unsuccessful attempt to establish a new sustainable urban
neighbourhood in Trondheim. The Danish authors compare four approaches to
sustainable housing in Denmark including: a municipality’s initiative to transform a town into a zero-carbon town; a grassroots community cooperative project;
social housing retrofitting; and a voluntary sustainable neighbourhood certification
scheme. Kleinhans examines the potential of community enterprises in the
Netherlands to contribute to sustainable communities. In the chapter on the UK,
Bramley focuses on energy efficiency and fuel poverty, but also on social sustainability,
urban form and social mix. In her chapter on Romania, Turcu analyses a
programme to energy retrofit apartment buildings. Tosics assesses plans to combat
social segregation in Hungary. In the chapter on Switzerland, Hugentobler focuses
on the role of non-profit housing cooperatives in Zurich. In their chapter, Deilmann
and Effenberger examine the issues of housing vacancies and shortages in
Germany. The final chapter revisits the key themes raised in this Introduction and
presents some conclusions regarding sustainable housing definitions, indicators,
policies and practices in the countries examined.
