Source text - German In Täsch bei Zermatt (Wallis) leben mehr Ausländer als Schweizer. Die meisten von ihnen kommen aus Portugal. Das Zusammenleben ist nicht immer einfach, doch die Integrationsmassnahmen von Behörden und Immigranten ermöglichen ein Gleichgewicht.
Tausende Touristen besuchen jedes Jahr den renommierten Walliser Ferienort Zermatt, um das Matterhorn zu bewundern. Dieser Berg ist eines der Symbole der Schweiz. Doch ein aufmerksamer Besucher bemerkt rasch, dass die meisten der lokalen Arbeitskräfte nicht aus der Schweiz kommen.
Es sind Immigranten, die diskret für das gute Funktionieren dieser Tourismus-Maschine wirken. "80% von ihnen kommen aus Portugal", sagt Christof Bürgin gegenüber swissinfo.ch. Er ist Gemeindepräsident von Zermatt. Die Portugiesen sind in dieser Walliser Region seit den 1980er-Jahren anwesend. Diese meist unqualifizierten Arbeitskräfte kommen in die touristischen Alpengebiete und suchen dort Arbeit.
Früher waren die im Tourismus tätigen Beschäftigten im allgemeinen "Saisonniers". Jetzt können sie sich dank des Personenfreizügigkeits-Abkommens zwischen der Schweiz und der Europäischen Union (EU) mit ihren Familien dauerhaft niederlassen. Die derzeitige Wirtschaftskrise in Portugal hat den Migrationsfluss beträchtlich erhöht.
Die Höhenlage Zermatts und der Mangel an Wohnungen zwingen die in der Tourismus-Industrie beschäftigten Arbeitskräfte, sich ausserhalb des Ferienortes zu installieren. Die Folge davon: In einigen der Nachbardörfer wie Täsch oder Randa wohnen heute mehr Ausländer als Schweizer. In Täsch zum Beispiel leben zur Zeit 562 Schweizer und 742 Ausländer. Den grössten Ausländeranteil machen mit 481 die Portugiesen aus.
Integrationsprobleme
Den grossen Ausländeranteil spürt die einheimische Bevölkerung im täglichen Leben. "An Weihnachten hat mein Sohn Noite Feliz singen gelernt, ein Lied, das er auf Deutsch nicht kennt", sagt Claudius Imboden gegenüber swissinfo.ch. Er weist damit auf die grosse Anzahl portugiesischer Kinder in den Schulen der Region hin. Von den 150 im Kindergarten und in der Schule von Täsch und Randa eingeschriebenen Kindern haben 84 Portugiesisch als Muttersprache und kaum 32 Deutsch.
Imboden, der Mitglied des Gemeinderates von Täsch ist, bezeichnet den Kontakt mit den Portugiesen als "gut". Es gebe jedoch wenig Gemeinsamkeiten. "Wenn es am gleichen Ort eine starke Konzentration von Menschen derselben Nationalität gibt, treten alltägliche Probleme auf", hält er fest. "Die Menschen derselben Nationalität führen ein eigenes Leben, mit ihren eigenen Vereinen, ihren eigenen Restaurants und Begegnungsstätten."
Wenn man Claudius Imboden fragt, ob die Portugiesen gut integriert seien, muss er ein paar Sekunden nachdenken. "Es ist sehr schwierig, auf diese Frage eine Antwort zu geben", sagt der Gemeinderat. Das Hauptproblem der portugiesischen Gemeinschaft sei das tiefe Niveau ihrer Deutschkenntnisse sowie die schwache Teilnahme an allem, was das Gemeinwesen betreffe.
Ein Beispiel: Die Gemeinde hat kürzlich die portugiesischen Eltern zu einem Informationsabend eingeladen, um ihnen die Betreuungsangebote für Kinder von Berufstätigen zu erläutern. Es kam jedoch niemand an die Veranstaltung. "Wir wissen nicht, ob diese Leute die Einladung nicht verstanden oder keine Hilfe nötig haben", sagt Imboden.
Angesichts der wachsenden Schwierigkeiten haben die lokalen Behörden eine Reihe von Maßnahmen ergriffen, um die beiden Bevölkerungsteile einander näher zu bringen. "Im November 2010 haben wir das Amt eines Integrationsdelegierten eingeführt. Dieser koordiniert verschiedene Projekte: Sprach- und Integrationskurse, soziale Aktivitäten wie Begegnungen zwischen Vereinen sowie gemeinsame Feste", so Imboden.
Ein Herz, zwei Zuhause
Die Sprachkurse sind sehr gefragt. "Über 40 Personen nehmen zur Zeit an dem Kurs teil, dem zweiten, den wir organisieren", sagt Patricia Zuber, Integrationsdelegierte der Gemeinden von Randa, Täsch und Zermatt, gegenüber swissinfo.ch.
Neben der Delegierten sitzt Yolanda de Carvalho. Die 36-jährige Frau ist eine typische Vertreterin der portugiesischen Gemeinschaft des Dorfes. Geboren in Aveiro, im Norden Portugals, kam sie vor 15 Jahren nach Täsch, um ihren Eltern nachzufolgen, die seit 30 Jahren in der Region leben. Bei ihrer Ankunft hörte man auf den Strassen von Täsch kaum ein Wort Portugiesisch. "Es gab dort nur drei portugiesische Familien", sagt sie gegenüber swissinfo.ch. "Erst in den letzten sechs Jahren hat die Anzahl von Portugiesen zugenommen."
Im August 2010 gründete Yolanda de Carvalho zusammen mit anderen Landsleuten den portugiesischen Sprach- und Kulturverein von Täsch, den sie heute präsidiert. Eines der ersten Projekte des Vereins war die Realisierung eines Buches mit Texten von portugiesischen Schülerinnen und Schülern aus Täsch. Der Buchtitel fasst gut zusammen, wie sich die jungen Migranten in der Schweiz fühlen: Um coraçao com duas casas (Ein Herz, zwei Zuhause). Der Verein versucht auch, die Leute zu Deutschkursen anzuspornen.
Veränderung der Mentalität
Für die Behörden von Täsch ist nicht nur das schlechte Bildungsniveau der portugiesischen Migranten ein alltägliches Problem, sondern auch deren geringe Wahrnehmung der in der Schule angebotenen Möglichkeiten. "Die Zusammenarbeit mit den Eltern der portugiesischen Kinder muss in beiden Richtungen verbessert werden", sagt Pino Mazzone gegenüber swissinfo.ch. Er ist Leiter der Primarschule in der Region von Zermatt.
Yolanda de Carvalho glaubt auch, dass zahlreiche portugiesische Immigranten in einer technischen Berufsausbildung oder einer höheren Ausbildung keine Alternative für ihre Kinder sehen. "Es sind Arbeiter, die zu Hause zu sagen pflegen, die Tatsache, keine Universität besucht zu haben, habe sie nicht daran gehindert, in Portugal ein Haus, Autos und andere Güter zu besitzen. Für sie müssen die Kinder so früh wie möglich zu arbeiten beginnen, umso mehr als diese, weil sie im Land geboren sind, die deutsche Sprache beherrschen und deshalb besser bezahlte Arbeitsstellen haben können", so de Carvalho.
Die Mentalitäten zu verändern, ist eine langfristige Überzeugungsarbeit. Aber die Behörden von Täsch sind der Ansicht, dass die Gemeinde dies den Portugiesen schuldet. "Dank dieser Gemeinschaft konnten wir unsere Schule hier im Tal aufrechterhalten", sagt Claudius Imboden.
Persönliche Einladung
Trotz den Schwierigkeiten hat sich die Integration der Portugiesen verbessert. "Sie investieren hier, indem sie Häuser kaufen oder kleine Geschäfte errichten. Sie zeigen damit, dass sie hierhin gekommen sind, um zu bleiben", so der Gemeinderat.
Im weiteren werden jetzt nach und nach Verbindungen mit der lokalen Bevölkerung geknüpft. Als die Portugiesen vor zwei Jahren ihr erstes Weihnachtsfest organisierten, hatte es praktisch keine Gäste von aussen. "Ich war die einzige Schweizerin, die dabei war", erinnert sich Patricia Zuber.
Für Weihnachten 2011 hat der portugiesische Verein die ganze Bevölkerung eingeladen. "Der Gemeindepräsident, die Mitglieder des Gemeinderates sowie einige Gemeindemitarbeiter sind gekommen", sagt die Integrationsdelegierte. Für das nächste Mal schlägt sie vor, persönliche Einladungen zu verschicken: "Die Schweizer sind ein wenig schüchtern und wissen nicht, ob sie wirklich willkommen sind im portugiesischen Vereinslokal.

Coexistence is not always easy, but integration measures from both the local authorities and the immigrants make it possible to achieve harmony.
Every year, thousands of tourists visit the renowned resort of Zermatt to admire the Matterhorn – a world-famous mountain and a symbol of Switzerland. But paying enough attention, any visitor can quickly notice that most of the local workers are not from Switzerland.
It is the immigrants who work unobtrusively for the good functioning of this tourism machine. “80% of them come from Portugal”, told Christof Bürgin, the mayor of Zermatt. The Portuguese have been in this region since the 1980s. These mostly unqualified workers come to the Alpine tourist areas in search of jobs.
In the past, this labour-force generally consisted of “seasonal workers”. Now, thanks to the agreement on the free movement of people between Switzerland and the European Union, they can settle permanently with their families. And with the current economic crisis in Portugal, the immigration flow increased considerably.
Zermatt’s altitude and housing shortage force the people employed in the tourism sector to settle outside the resort area. As a result, some neighbouring villages such as Täsch and Randa now have more foreign residents than Swiss. In Täsch, for example, there are currently 562 Swiss and 742 foreigners – including 481 Portuguese, which make up the largest proportion of foreigners.
Integration problems
The strong presence of foreigners is felt by the local population in its daily life. “At Christmas, my son learned to sing Noite Feliz (Silent Night), a song he doesn’t know in German”, told Claudius Imboden, referring to the large number of Portuguese children attending local schools. Out of 150 children enrolled in the kindergartens and schools in Täsch and Randa, 84 have Portuguese as their native language and scarce 32 have German.
Imboden, who is a member of Täsch’s municipal council, described the contact with the Portuguese as “good”. However, he said there is little in common. “When there is a strong concentration of people of the same nationality in one place, they tend to isolate and lead a separate life, with their own associations, their own restaurants and meeting places”, he noted
When asking Imboden whether the Portuguese community is well integrated, he hesitated. “It is very difficult to answer this question”, he said. The main problem of the Portuguese community is their poor level of German and their weak participation in everything related to the community.
An example: the municipality recently invited Portuguese parents to an informative evening to explain childcare services for children of working parents. However, no one showed up at the event. “We don’t know if people didn’t understand the invitation or if they don’t need help”, told Imboden.
Faced with growing difficulties, the local authorities have taken a set of measures to bring the locals and the immigrants closer together. “In November 2010, we introduced an office for integration, which coordinates various projects: language and integration courses, social activities such as meetings between associations and joint celebrations”, said Imboden.
One heart, two homes
Language courses are in great demand. “Over 40 people are currently attending the course, which is the second one we’ve organised”, told Patricia Zuber, the integration delegate for the municipalities of Randa, Täsch, and Zermatt.
Sitting next to her is Yolanda de Carvalho, 36, a frequent representative of the town’s Portuguese community. Born in Aveiro, in the north of Portugal, she came to Täsch 15 years ago to join her parents, who have been living in the region for 30 years. When she arrived, a word of Portuguese could hardly be heard on the streets of Täsch. “There were only three Portuguese families”, she explained. “The number of Portuguese has increased only in the last six years”.
In August 2010, Yolanda de Carvalho, together with other compatriots, founded the Portuguese language and culture association of Täsch, over which she now presides. One of their first projects was publishing a book with texts by Portuguese pupils from Täsch. The title of the book sums up well how the young migrants feel in Switzerland: Um coração com duas casas (One heart, two homes). The association also tries to encourage people to take German courses.
Changing the mentality
For the authorities of Täsch, a common problem is not only the poor educational level of Portuguese migrants but also their low perception of the opportunities offered at school. “Cooperation with the parents of Portuguese children needs to be improved in both directions”, said Pino Mazzone, head of Zermatt’s primary school.
Yolanda de Carvalho also believes that many Portuguese immigrants do not see technical professional training or higher education as an alternative for their children. “They are workers who, at home, tend to say that not having attended university did not stop them from owning a house, cars, and other goods in Portugal. For them, children need to start working as early as possible, the more so because they were born in the country, know the German language, and can therefore have better paid jobs”, said de Carvalho.
Changing mentalities is a long-term process. But the authorities of Täsch believe that the village owes it to the Portuguese. “Thanks to this community, we have been able to maintain our school here in the valley”, said Imboden.
Personal invitation
Despite the difficulties, the integration of the Portuguese is improving. “They invest here by buying houses or setting up small businesses. They show that they have come here to stay”, said the local councillor.
Further on, ties with the local population are now gradually being forged. When the Portuguese organised their first Christmas party two years ago, there were practically no guests from outside their community. “I was the only Swiss person there”, Patricia Zuber remembered.
For Christmas 2011, the Portuguese association invited the whole local population. “The mayor and some council employees came”, said the integration delegate. Next time, she suggests sending personal invitations: “The Swiss are a bit shy and don’t know if they are really welcome on the Portuguese association’s premises or not”.
