Hello everyone,
A client of mine, for China, has sent me an email as an explanation for its late payment. Here is the email :
"Dear,
Paypal or moneybooker is unreliable because our government restrict
foreign exchange.
Moneybooker has been blocked.
I haven't paid you through paypal because I always failed to pay other
freelancers.
I believe I needn't to try it anymore.

Now, for personnal reason, I am not confortable giving away my bank info to this client.
This client is situated in China and I was recommanded to him by their office in Germany. Which is why I accepted, because I never had any problem with their Germany office.
Do any of you know if there is some truth is my client statement ?

I had one small payment from China that eventually had to be transferred to a bank account in China because Paypal was such a hassle. I'm not sure about the foreign exchange explanation; there are regulations, but they seem to change, be selectively enforced, or maybe not everyone is aware of them- suffice to say that dealing with Chinese banks can be a nightmare. In my case, the agency tried to set up an account to pay with a credit card, and Paypal wouldn't process the transaction for some inc... I have another payment that I'm supposed to get from China via Paypal, but then, I'm suspicious about whether that agency intends to pay at all.
Whether or not you give out your bank account info is your call; personally, I think there's probably no harm and that the reasons given are probably truthful. ▲ Collapse

Last week, a Chinese agency paid me using PayPal.

PayPal in China is really nothing. The agency is right, a lot of local restrictions abt PayPal.
If you still don't want to give him your account info, you might try Western Union or Alipay(which is a local PayPal with slight differences, but I'm not sure you've heart abt this).

I don't know if you have used your Paypal account in China. I tried many times, it only accept Credit Credit and no RMB currency.

Yes, there are problems on the Chinese side. I have an agency, which cannot pay me by MB any more (it used to be working for over a year), and has some restrictions on PP (amount limits, or something like that). To add to problems - they are unable to send me money directly to my bank account. So far we have managed to work it out, but it gets worse and worse with time.

My lately experience gives me an impression, that bankers in China have problems making a transfer with ordinary SWIFT and IBAN data to an European account.

After all reading the posts about Moneybooker, which I actually never used, I am curious about this way of getting payment. The explanations given by MB are explained rather wishy-washy, and the statements about using MB given by Prozusers are not all positive.

It really doesn't seem like most of them know what they're doing at all. When my wife moved out of China, we eventually just converted all her savings to a brick of $100 bills and carried it with us, because it was better than being sent to different bank branches to deal with people who either didn't have a clue or who acted like they knew but were so smugly unhelpful that my wife stormed out of the bank.
Thanks to the two experiences mentioned in my old post, I don't consider jobs from mainland China anymore unless the agency has an established record of not being cheats and being able to pay reliably.
