I use PDF Professional 5.2 by Nuance (who also do Dragon Naturally Speaking speech processing software): www.nuance.com

Have a look at the home page. For scans, you need to open the converter from the pull-down menu rather than do a direct conversion into one of the pre-set formats, and in View, you need to tell the software to convert the whole document using OCR. There is some on-line help provided, and it's best to study that first, particularly since more recent versions may have slight differences in the menus and interfaces.
