I hate to say this but I posted the same question several weeks ago, and despite a lot of help from colleagues, the only solution I found was to get the author to send the original images, which were in an Excel file.

A makeshift solution

While of course it would be best if you had the appropriate professional software, or for the client to send you the original files, one possibility would be to take snapshots of the images using the "print screen" key, pasting it into "Paint" or similar, and editing the text there.

When I need to edit a picture in PDF, I save the PDF page as a jpeg file and edit this file in Photoshop. I have Acrobat 6.0, so it is possible to extract a particular PDF page.
If you cannot do the above, let me know and I will help you extract the PDF page and save it as a jpeg file.

You can capture any image on the screen and use a simpler picture editor for any words in the image you can't edit with any regular text editors, and even PDF Converter-based software.
The trial version is available in. The individual use price is quite reasonable too. I find it quite useful.
