IMO there should be a comma after "budskapet".
I read the text as saying that initially reading for comprehension takes a lot of time and energy for the child. As his/her reading skills improve, less effort and focus is needed for the actual reading process (i.e. sounding out words etc.) and more focus is given to actually understanding what is being read.

Ok, it is 'reading' nearly everywhere on the NET including when you read a meter or other electronic signals
