Control environment
This is from a Norwegian glossary of audit terms:
Kontrollmiljø (Control environment) – "Kontrollmiljø" er en del av den interne
kontrollen og omfatter styrings- og ledelsesfunksjonene samt holdningene,
bevisstheten og handlingene til ledelsen og de som har overordnet ansvar for
styring og kontroll med hensyn til foretakets interne kontroll og dens viktighet i
foretaket.

Note from asker:
Thanks, and doubley thanks for the quickness of the suggestion. Problem is that I don't think that "environment" has anything to do with the actual subject matter here, and "control" is too literal, as it actually means supervision and not control. |

Inspection context
I'm happy with "context"; just not so sure about "inspection" in this context. But you can hardly use "audit" here.

Management/Internal Control System
You're term lies under overall Corporate Governance -- so that's the were to look for suggestions, I'd say. EU/UK references, not translations of Swe (due to the inconsistencies involved). There are, of course, many variations possible with this. 'Control' certainly appears to be standard usage, rather than 'supervision' in corporate governance contexts. So is my suggestion here, and 'Environment'. Depends on how fuzzy your text is or you want to be. But both should do.
I'll refer to wiki, tho expect you've seen it -- but there are many good ideas for a start. Some more reading below if that helps!

Your reference clearly put it under Corporate governance!
And I see I need an editor here ... working too late last nite! ;-)

Yes, I should have mentioned that (that the term lies under overall Corporate Governance). And thanks for the reference. Your comment is exactly on point, and very useful. Thanks again. |

Sven Petersson
: It's not a "Management/Internal Control System" but the environment in which the "Management/Internal Control System" works.

Well, yeah! This is part of the 'corporate governance environment,' too! But that wouldn't do as a header. We work in a customer's context -- if generally it is softer/fuzzier - use environment; if not, use my suggestion. Jees!

Christopher Schröder
: Have to side with Sven here. Environment is broader and is standard usage, not a Swe thing.

audit environment
See the first link for examples. The example sentence is from the second link.
This strikes me as a likely import from American business English, however much ISO and others might prefer "control" in other cases.

The speakers before me today already have rightly noted that there is a lot happening in today’s audit environment.
Discussion
Asker says the term refers to a a heading in an annual report, and provides a link to it.
If you follow the link, you will see that there is yet another heading immediately above it.
That heading claims the report to be applying the framework...
"..som tagits fram av the Committee of Sponsoring Organizations of the Treadway Commission (COSO).
Ramverket består av fem delområden: kontrollmiljö, riskbedömning, kontrollaktiviteter, information och kommunikation samt uppföljning."
An official summary of it has this to say:
"Internal control consists of five integrated components." Then it goes on to list them under five different sections.
They are: Control Environment, Risk Assessment, Control Activities, Information and Communication, Monitoring Activities.

TILLIT OCH KONTROLL: UNDER VILKA FÖRUTSÄTTNINGAR LITAR VI PÅ VARANDRA? (Title of Uppsala University Essay):
Hooks et al. (1994) sätter Kontrollmiljö i COSO:s ramverk i sitt teoretiska sammanhang, när de
betecknar kontrollmiljö som en operationalisering av organisationskultur:
Further, the internal control environment represents, in part, an operationalization of organizational culture.

Exhibit B:
Communicating Internal Control Related Matters Identified in an Audit (Title of the AICPA source below)
"Section 314, Understanding the Entity and its Environment and Assessing the Risks of Material
Misstatement, contains a detailed discussion of internal control and identifies the following five inter
related components of internal control: (a) the control environment, (b) the entity's risk assessment,
(c) information and communication systems, (d) control activities, and (e) monitoring."

(Note that Exhibit A explicitly refers to Exhibit B)
There has got to be some standard term that has already been adopted here, as this is text that exists in just about every Swedish Annual Report.
