You have a "special" style as I think someone recently said.
Looking at this again, and in particular the list of people concerned, I don't think "freeholds" or "land tenure" though really cover the list.
Or perhaps these sorts of terms conjure up for me at least the UK's archaic system and the idea of farmers on land, even though technically their legal scope may be greater than this.
"Tax-owner equivalent" is much more to my liking. Nice one

'Deemed-owner' might well be a good stylistic fit, depending on the surrounding context.

A 'virtual freehold' in the UK would be connoted by a modern-day commonhold (AmE: condo/minium; SVE quaere > bostadsrättshavare) created by a long lease/hold of, say, 999 years.
Example sentence:

Ägare eller jämställd med ägare.

UK: The leases granted by the developers are usually for a long-term time period, such as 250 years or 999 years, which some consider to be a “virtual freehold”.
