Vova, for one, "engineering systems" makes no sense in English, Most likely we are talking utility systems here, in rare cases it could be actual facilities and/or installations.

Normal functioning of utility systems under proper operating conditions.

Don't mix legal and tech lenguage in one sentence - "in case of... thereof" sounds really awkward here.

Контекст Вовы явно намекает на инженерные СЕТИ (их иногда тоже называют системами) и коммуникации. Engineering systems из миллионов хитов - это из области программного обеспечения/проектирования:-) Системы, позволяющие инжиниринговать, чертить-считать:-)))))))) А тут мы уже начертили, собрали и включили, им осталось только сливать воду вовремя:-)
