Russian to English Bus/Financial Business/Commerce (general)
Для достижения этой цели требуется провести модернизацию XXX и осуществить мероприятия по улучшению обслуживания.

Attainment of this goal requires modernization of XXX and...

I wish I could just write "improvement," but it's not quite the same thing, although it would make the whole sentence nicer and simpler.

Misha, if I use verbs over nouns, I'd need to change the present structure of the sentence (which I do like, as it alleviates other problems). Is there any particular reason to use verbs over nouns?

Quite on the contrary, you can safely say "to improve service". What you are dealing with is typical Russian verbiage that sounds extremely silly when translated verbatim. And don't use nouns, use verbs.

If I cant get rid of "осуществить" altogether, I prefer to use as short a word as possible for it, rather than "implement" or "facilitate".

I'm just not fond of "measures"--sounds a bit stilted to me.

"Service" could also be "servicing" or even "maintenance", depending on the context.
