Ellen, I would just go with the Russian grammar and say "a three-fold improvement in the number of numerical operations." The wider context might lead you to a different wording, of course.
My first thought was that it indicated an increase in a computer's number-crunching capability, but your clarification suggests that the improvement is algorithmic -- an area where the Russians have excelled.
