I would try to escape from a literal translation of the Russian expression about being permitted to think this or that, and write it something like this:

"From the type of information the Scopus system provides on scientific journals, it appears to make primary use of the SJR criteria (for evaluating journals)."

Variable:
I suppose possibly "вид" could indicate "From the form in which the Scopus system provides ..." - maybe the context helps indicate which it is?

In any event, this description of the SJR (Scrimago Journal Rank) does indicate that one uses the definite article, as in "the SJR criteria", not merely "SJR criteria".
