I am translating a children care plan and placement plan from Wales into LatAm Spanish and I encountered this term and its counterpart "public law proceeding". I looked into its definition and I think I understand what it means but I am not so sure if there is an equivalent in Spanish. Any help would be very much appreciated.
Context: "The Court made Interim Care Orders on 08.08.23 during private law proceedings and invited the Local Authority to consider issuing care proceedings. The Local Authority issued care proceedings on 24/08/23."
Definition: Private law proceedings are court cases between family members that do not involve a government agency such as children’s services. When parents cannot agree on arrangements for the care of their children, the case is dealt with as a matter of private law.
When children’s services are involved in a family’s life, as in care proceedings, then the case is heard as a matter of public law.

Is there an equivalent in Spanish? Or do you think an explanatory translation would be better?

Civil law in English contrasts with (Anglo-American / 'Anglo-Saxon') Common Law as well as criminal law e.g. a civil vs. criminal law practice and equates more closely with private law in Spanish.
A civil-law system - not always properly understood on ProZ - means Roman civil law, such as of France, Italy and Spain, though some UK Notaries Public, esp. in London, are recognised internationally as civil-law equivalent and as 'sworn translators'.
PS I thought this was a 'Welsh law' innovation, but apparently it isn't.
