In UK criminal law until 1968 (and my start on an earnest study of the law at Uni.), misdemeano*u*rs had been light criminal transgressions - now called non-serious, non-arrestable offen/ses - like traffic speeding, disrupting public meetings (political conferences) and water pistol-spraying etc.

Felonies, as crooned / sung about by the US Gangsta' Rapper 50 Cent, are grave crimes like armed robbery, large-scale 'Bitcoin' theft and manslaughter / murder - now called in the UK, serious, arrestable offenc/ses.

I'm afraid that, though I have had Azerbaijani acquaintances, I am unfamiliar with the language spoken or witten accordingly, so I have used a construction of a 'law (statute) on non-serious offenc/ses'.

asker: you are welcome. Yes to '(law on) non-serious legal violations' : Qeyri-ciddi hüquq pozuntular', but I'm none too sure about 'hooliganism' (Xuliqanlıq), public order disturbances being just one category of a 'misdemeano(u)r' or 'non-serious, non-arrestable offenc/se'.
