My initial translation of this phrase was "even if" but now I'm wondering if it might be equivalent to "unless" and could use some feedback. Thanks in advance.

Tread carefully when conflating 'without pjerudice to' and 'notwithstanding', even though addressed DEU/ENG in the Transblawg example sentence.
The Mexican meaning of interventor in the context also needs (to) be addressed.
