Arabic to English Bus/Financial Business/Commerce (general)

This is one of the proposed criteria for judging a person's responsibility in a document by the Qatar Central Bank:

عنما كان مشاركا في الأعمال أو بعد سنة واحدة من مشاركته فيها، تم إنهاء خدمة العمال أو تصفيتهم أو خضعت تلك الأعمال للحراسة القضائية أو للإدارة أو توقفت أو تم إبرام ترتيب مع دائنييه أو أصبح معسراً

When he was active in businesses or within one year thereafter, workers' employment was terminated or they were laid off; those businesses were put under legal guardianship, management, or ceased operations; or he reached a settlement with his creditors or become insolvent.

I have never heard of a business being put under legal guardianship or management. Does anyone have a better translation? I'm somewhat lost in the dark on this one.
