This is a really tricky one... When I read this, I can't help thinking that the author is referring to the classic situation where you phone any large organisation or government department and, even with the best will in the world, you just can't get through to the right department, but just get passed round from pillar to post until you eventually give up.
I'm thinking of something along the lines of: "... and the telephone is demoted to a bureaucratic [or even: soulless] facility for passing customers from pillar to post."

a "pass through" where information flows through, but does not actually contain any useful information of its own. Or, like going from point A to C. You have to pass through B to get to C even though B has nothing of any use to you.
