I'm assuming it refers to a 'spreader bar', used between the hook and a wide load to ensure that the load is pulled vertically from the corners and will not be deformed because of inward pressure caused by its own weight (also to avoid undue stress on the shakles.
A spreader bar is not always part of the crane itself (although it may be, as in the case of those used to lift containers), but is part of the tackle associated with the slinging of the load.
