Discussion
Normally, 'advocacy' means standing up in support of some group of people (usually); whereas 'awareness raising' usually means drawing certain people's (or the public at large's) attention to an issue. So as such, the latter is of course often just one component of the former.
The problem here is that, from the context given to us, it is hard to see who (or what) is being 'advocated'. Could it be 'advocacy' for the victims of violence? Asker seems for some reason to think not — perhaps because of wider context not available to us? Could it be 'advocacy' in the sense of 'advocating' tougher gun control, for example? But the title of this 'Office' seems to be wider than just the gun control issue...
I confess to being somewhat stumped as to exactry what was going through the writer's mind when they chose this word!
