Bin mir ziemlich sicher, dass hier ein "malappropism" stattgefunden hat. Gemeint ist wohl das Bild "hold the purse strings", was so viel bedeutet wie "das Geld zusammenhalten" oder besser "am Geldhebel sitzen" (das Geld kontrollieren).
