Not sure at all about the Japanese.
Sounds like something to do with flexible manufacturing / build-to-order system.
As an example, you can buy a red Toyota Camry with a sunroof, or a silver Camry with a leather seats, no sunroof. Toyota would only have one line to produce these variations. Of course, there’s some technical/cost limitations of the variations, and ‘constraint’ part probably refers to that.
Doesn’t really help you, does it? Sorry, but my best guess.
