Then there is a use of what we call jargon or gobbledygook or what people who live in Washington or Ottawa call federal prose, the gobble of abstractions and vague words which avoids any simple or direct statement.

This jargon points to a language which uses lots of hard and vague words and grammars and is very hard to understand, indeed.
In Farsi, it is called زبان دادگاهی or sometimes زبان محکمه
