Service turn-up - включение, запуск службы (точнее, не службы, а... ээээ... не могу подобрать слово - будун мешает). Пусть будет сервис - звучит солидно.
А Актерна эта предлагает набор услуг для верификации и отладки этих самых IP-сервисов.
