Necesito que me ayuden con esta frase de un contrato. La traducción es para México.

WHEREAS, Client is academic institution with a department dedicated to providing information on different types of materials for design and/or architecture;

WHEREAS, M/C has established a variety of academic access programs for its academic clients, including the licensing of an actual Materials Library within a client’s facility, modeled after M/C’s physical materials library;

WHEREAS, Client wishes to obtain a Materials Library license in and to the M/C Intellectual Property and Material Library for its campus; and

Lo que me está costando entender es el "in and to".
