The expression calls for a superlative. These brands are the best, the most premium, the most expensive, of the highest quality. They are placed on the top shelf simply because they are most visible there. There is a distinction made between "top shelf liquor" and "well liquor".

The top shelf liquor is referred to as the most premium best quality of liquor available. In the vodkas category the Kettle One and Grey Goose are the top shelf liquor brands that are more than likely to be purchased. These types of vodka drinks offer a higher quality and tend to be more expensive than others are.

When you are shopping at a liquor store, you will notice that you are able to purchase a cheap bottle of alcohol for a very inexpensive price but the top shelf might be more expensive. The liquor price will usually be much higher if the beverage is a top quality beverage.
