Mark, note that in your sentence "shipment" and "requirements" are indissociable.
Xiao Chen needed to find out everything about importing his goods so that when they arrived he was able to receive them. This might include finding out whether or not they needed specialised transport (if they were considered dangerous goods for example), and what the port-of-entry requirements were in his country (quarantine certificate for example for certain products). Another example : were the products considered illegal in his country ?
So basically he needed to prepare everything so that the import went as smoothly as possible.

Why don't you feel 'prepare' is right here ? It works, or you could substitute with a verb like 'organise', 'make plans for', 'arrange' or the 'get ready' that I suggested in my answer.

I don't need to know what Xiao Chen has to do. I need to replace the phrase "set up" with another word or "phrase". For example, prepare shipment/prepare shipment requirement. But I don't think it is a good idea to replace it with "prepare". I need to know what "set up" means in this context. Any better word? |
