I think your second alternative is right...
I would understand "within one month" to mean "not later than one month" after notification - it may not be what the writer means, but it's what it says!
e.g. if a company promises delivery of a product "within 7 days", you would not expect to have to wait any lnger than 7 days...similarly, "payment must be made within 30 days..." means not later, or there'll be a penalty.

Option two, no later than 1 month, but can be sooner
Within a month means no longer than 1 month, but the price can changed sooner. If it implied there would be atleast one months notice, it would say 'no sooner than one month before the price change takes effect'.
