1hr and 2rd fire watch

English Tech/Engineering Safety
Duties of fire marshals:
1. to observe hot works at all times.
2. Will work split lunch system ensuring always 2 authorised Fire Marshall are on site.
Will perform the 1hr and 2hr fire watch.
3. Will perform the 2hr schedule watch.

Does it mean "after 1 and 2 hours"? But then the next point seem to says "scheduled fire watch every two hours", doesn't it?

Point 3 doesn't mention fire, it could be a general watch.

Poor source Given the quality of the English in point 2, it could mean practically anything, I'm afraid!

but in the second phrase would it also mean "after 2 hours?"
