can you please clarify the meaning of the above expression for me?

"A leader who pursues unrealistic (ineffective) goals or uses ineffective means can produce terrible moral consequences for followers. Thus **reckless reality testing** that leads to immoral consequences can become an ethical failure".

... in this specific context. 'Reality testing' is a common term in academic and popular psychology, and it means (more academically) verifying that your ideas of the world correspond to reality or (more popularly) trying something to see whether it is possible. A simple example of the latter, close to the sense of your text, would be intentionally lighting a cigarette in a restaurant with a prominently posted 'No Smoking' sign to see whether the prohibition is actually enforced, or driving through a construction zone marked 60 kph at 100 kph to see whether you get a fine. A less 'reckless' example of reality testing is testing a new idea (such as an advertising campaign concept or an electronic circuit design) to see whether it actually works
In your context, 'reckless reality testing' means intentionally challenging the perceived rules, restrictions, mores and norms with little regard for the possible negative consequences.

Lack of caring who you hurt and how you hurt, just to test a theory or to make money.

The term relates to when you have an idea and you test it out without any consideration to the consequences to those involved.
A very good example of this is "Big Brother" the TV show, where they test the limits of the house mates to see when they crack, just to get advertising $$$ and ratings. Reckless Reality Testing at its worst.
