Sorry for the misleading first reference - the German text is not Austrian at all but a summary of the EU regulation.

graftable blind parent (shoots)

Veredlungsfähig = capable of being grafted - not all types of shoots will take

Blind = blind as in non-flowering

Unterlage = parent taking the graft.
