improved depreciation allowances (and write-off arrangements)

is what it means in this specific context, but of course in a purely accounting context it means something rather different. But this passage is talking about the risible attempts by the German government to stimulate the economy and cut unemployment. And of course the improved depreciation allowances and write-off arrangements only applied basically to start-ups and to impairment losses on financial investments in any case. They actually *cut* the depreciation allowances that most companies can charge on a whole range of assets!
