Babiniotis gives στενή αλληλεξάρτηση but I'm sure there's something better than "close interdependence" for this context.

deeply symbiotic relationship
I translated a sociology text recently which made very frequent use of the term and I found that the expression 'deeply symbiotic relationship', which I came across in related literature, also denotes this sense of each party "feeding off" the other.
However, I also agree both with 'vested interests' as well as with 'intertwining interests' (I used all three interchangeably in my translation).
Moreover, I think that 'complicity', in its sense as partnership in wrongdoing, could also be used depending on context.

Discussion
I think you could perhaps use "web" of interests to suggest mutual backscratching.
Paul
"Interdependence" makes me think of "you scratch my back and I'll scratch yours" ("mutual backscratching"), but that's too informal for this kind of document (petition).
