Proposed translations
Metropolis/mother city/large town
I personally would go for mother city.
Supported by Babylon too.
The Metropolis of Israel
One source translates it simply as "Metropolis of Israel"
the other:
"The Metropolis and mother of Israel".
Metropolis seems to be a recurrent theme though.

Another (3rd) source:
"On the contrary others should learn from you because the city of Toledo is the metropolis of Israel (עיר ואם בישראל) and their grandees are the grandees"

Metropolis also fits as it is a direct translation of the Greek:
μήτηρ + πόλις (Mother city).

**Additional note:
It would be better to say "A Metropolis of Israel" as there is more than one, rather than the above "the".
